This paper gives an efficient algorithm that compresses an MRI image by dividing the image into 8×8 high texture image blocks then 16×16 low texture image blocks using image texture adaptive non-uniform rectangular partition and a transform coding blocking of different sizes which finally uses a flexible adaptive quantization scheme while considering human visual system (HSV).
